AI access controls are becoming budget controls.
For years, enterprise access governance mostly asked a security question: who should be allowed to use this software?
AI adds another question: what happens economically after access is granted?
GitHub's September 3 Copilot update is a useful signal. For Copilot Business and Enterprise customers paying by credit card or PayPal, new seat assignments require payment before access. Assigned seats will incur an upfront charge from the next billing cycle, and additional payment may be required when included usage is exceeded.
Those are documented product and billing changes.
My inference is broader: the boundary between identity governance, software entitlement and variable consumption management is getting thinner.
A mature AI entitlement should increasingly connect four controls:
• Identity — who can receive access?
• Ownership — which team or budget owns the entitlement?
• Consumption — what happens as usage moves beyond the included allowance?
• Lifecycle — when should access, exceptions or additional spend be reviewed or expire?
Security controls still decide whether someone may enter.
FinOps controls increasingly need to decide how long that access remains economically justified and who is accountable for the resulting consumption.
The architectural shift is simple: treat AI entitlement as a control loop, not a one-time permission.
